Add nuget package for netstandard2.1

the latest version (3.7.0) supports only .net8
would it be possible to publish a package targeting netstandard2.1?

checked the links to those tickets but they don't really answer why it's not possible to target netstandard2.1
is there a real blocker?

Yes, 3.x branch uses some APIs only available in .net 8
