An about controller with (sub)actions for credits, license, privacy policy, cookie policy, registration agreement / TOS, contact, staff (optional), sitemap (mod?)

Then in the default theme, add those links to the footer.

Sounds very good to me. Perhaps in the menu, or, yes, I guess footer is actually also fine...

* contacting the admin should be allowed by anyone; not just guests. Afterall, all I have to do then is to just logout.
