Starting CDEs from URL based on devfile.yaml does not work as expected

1. Start a CDE based on https://github.com/ibuziuk/meta-workspace/blob/main/devfile.yaml
2. ERROR:

Workspace is started correctly based on the devfile.yaml reference

added to the sprint as unplanned (need to backport the fix for 7.100.0)

@dmytro-ndp @artaleks9 folks, would be nice to add an automated test for that and make it part of the pre-release testing

@ibuziuk Is this a conventional way to start a workspace? I could not find it in the documentation. We support Urls of the repository's home/branch/tag page and RAW devfile urls.
