transfer ownership in admin page

Admin can help transfer the ownership of item(s) of a user who already left and did not pass her/his works to the line manager. In order to achieve this, we need to

1. allow admin to have full access of template, traveler, and binder, a related task is at Allow admin to update a binder #172
2. allow admin to list all the entities owned by a user, see (list forms/travelers/binders of a user in admin page #38)
3. allow admin to trigger an owner transfer for a given entity
