Course copy and edit lock

There are signs that doing a course copy whilst Collections edit mode is on will copy the collections lock file. Meaning that when trying to import the copied course, you get an edit lock error.

• Re-create this problem
• If exists, fix (e.g. add course site id to the collections lock file and have the import process delete it)
• Ensure that the edit lock alert includes explicit links to help docs
