Make footer logos clickable #3324

The logos in the storefront footer represent other organizations, but they are not clickable. These logos are expected to link to relevant websites. For example, a user might expect the Brønnøysundregistrene logo to link to their official site.

This is related to #2487.
I suggest not doing anything with the logos in the footer for now, and make them clickable in the new partnert section
