When Calliope is first starting up after a user logs in, it freezes while loading in the collections. This contrasts Calliope while it loads in the locations, during which it does not freeze.

Determine if this is avoidable and, if so, fix it.

Looked into this just recently. Collections are loaded within the same task as the sites, which naturally means it's on the same executor. Has this been fixed? Or was the problem really just trying to use the map?
