Create new Import Data from CyVerse DataCommons

There are sample data from Texas A&M that are served as .zip files from CyVerse Data Commons

We want Calliope to be able to read these compressed files (.zip, .tar, .tar.gz) from the Data Commons

CyVerse also uses WebDAV as a way of serving public data store files over https://

https://data.cyverse.org/dav/iplant/commons/cyverse_curated/Gillan_et_al_RAMA_2019/

Users should at least be able to enter these URLs and have their data imported to Calliope

We do not want these files to be Downloaded to the user's local computer, we only want them imported. That way the user won't max their download and disk on these files.
