Add @bugmakerrrrrr as maintainerrrrrr (opensearch-project#17466)

Following the [nomination process][1], I have nominated and other maintainers
have agreed to add Pan Guixin (@bugmakerrrrrr) as a co-Maintainer of the
OpenSearch repository. Pan Guixin has kindly accepted the invitation.
