Improvements

• Added the Ruby implementation of c_rehash script to Chef Workstation. In the past, we've included c_rehash as a Perl script, but we stopped including Perl with Chef Workstation. (#3234)

Bug Fixes

• Fixed an error where the Chef Workstation App remains open in the tray icon after it is uninstalled on macOS.
