Jira Ticket: ALCS-2276

Description: For all NARU submissions that won't be updated again, but for which an approval hasn't been released, add a tag that indicates the type of NARU (based on the submission) so we don't lose that data.

Acceptance Criteria

• apply to pre-existing data (not new saves only)
• if there is no released approval decision, then add tags based on the NARU yes/no questions from the submission, see table below
  ** NOTE: if there is a released refusal or no released decision, we need to get the tags from the submission

I think we could also use the NARU subtype from the application, and it would be the same data. So do whatever is easier.

Tourism submissions weren't tagged with Tourism tag because it wasn't in the AC and most of the tourisms we saw in production weren't actually tourism proposals. Will take manually in the follow up ticket on Prod. ;;;
