Current Behavior:
User can create custom folder with a blank name.

Correct behavior:
Custom folder name should never be shorter than 1 character in length.

Steps to reproduce:

Login to app as valid user.
In left menu, click Folders.
Click "Create a new custom folder" button.
Do not enter anything for folder name.
Click Create Folder.

Actual Result: Folder is created with a blank name.
