Namadillo: New proposal status Executed

Currently, a proposal's status displays a green PASSED graphic, but this does not convey information about whether the proposal has been executed yet.

This should be important to convey, since a proposal's end_epoch and activation_epoch might be very different in some cases. At the current time of writing, Proposal 9 has passed voting, as the network is currently in its end_epoch, but its code won't be executed until next epoch.

TLDR: new status buttons to convey if a proposal has passed voting but not executed/activated and if a proposal has actually been executed on-chain
