[MIG] l10n_uy_account: version 17

Delete module.  Most of the code of this module now is part of the
l10n_uy oficial Odoo module.

Some things that were not accepted by odoo remains on this module,
in a future will be an ux, and also have some temporal changes
that will be added to official in a future.
