* [REL] l10n_ar_account: Migration to version 13.0 (

Deprecated, move all functionalities to l10n_ar_ux and adapt it to 13.0
version an l10n_ar official module:

* hooks,
* move models and views
* remove bank_cbu, already integrated using acc_number in bank account
* change references to field gross_income_type with l10n_ar_gross_income_type
* move here functionality to show preview and final currency rate, adapt to work with odoo
* make non monetary tag work, call it when loading chart of account
* comment tax/type/application in withholding taxes until new model change
* fix some misspelling errors
* add missing api.depends
* remove api.multi
* fix reference to old date_invoice field to invoice_date
* update readme and module description
* fix lints
* fix missing field in api.onchange
* adapt view to make required fields in company form view.
