Update CI scipy handling #380

We currently adjust the scipy dependency for Conda, but this shouldn't be necessary. They are able to build the current version on conda-forge (with maybe a little delay.) Current version is 1.6.2, so we shouldn't be changing it back to 1.5.3.

#805 eliminated the specific dependency on scipy for docs.
