Fix playback events

When the signal is weaker than LTE (HSDPA) and we want to play music, we are getting play and resume events, but music does not start playing. This situation occurs in both services.

NOTE: Need to think about play event. Now when we start a track, we are getting play and resume events, but there is a problem in Spotify when next track starts (directly after previous one, without pausing). In such a case we get only play event (without resume).
