Create Issue for Wiki deletion in Development repo

Once all wiki articles have been reviewed and added to the pages site. Create an issue in the development repo for all transferred wiki pages to be deleted

Today I updated a number of pages with a redirect message pointing to the pages site, and how to report a link issue should they have arrived on the page from an old article.

There are a few pages in the packaging repo wiki that I've left, mostly around team notes that we may want to keep there. Let's discuss at our next team meeting.
