Allow layers in the top bar to be dragged to be put in order (as opposed to right clicking and selecting move before or move after).
Also put text on the left side saying "Bottom" and on the right side saying "Top"

I initially planned to do this when implementing the feature. I will definitely add this in the new rewrite version
