While the solution to this is fairly simple this is a part of a bigger problem with item parsing where un-parsed mods from the top are ignored. It seems like in the ItemClass:ParseRaw function the foundExplicit is set to true only after correctly parsing a a mod line. So any un-parsed explicit mods at the beginning will be ignored.
