What new functionality do you need?

All references to the "Gulf of Mexico" need to be updated to "Gulf of America".

Related to similar work happening for the ops GFSv16 in issue #3326.

What are the requirements for the new functionality?

No references to "Gulf of Mexico" remain in system.

Acceptance Criteria

No impacts to system, should be seamless.

Comments in g-w have been updated for waves.
Comments in WW3 will be coming soon (making their way from WW3 develop -> dev/ufs-weather-model for use in UFS).
