Request updated/fixed site and outlet locations from Miljødirektoratet

Notebook T2-12b_check_outlet_locs.ipynb identified issues in some of the site and outlet locations in datasets provided by Miljødirektoratet. These were sent to Torstein for further checking and correcting (e-mail sent 17.01.2024 at 13:54).

Some of the errors have now been corrected in MDir's database, but not all (see e-mail from Viveke Sahlgaard received 26.01.2024 at 13.21).

Once all errors are checked and fixed in MDir's database, I should ask for a new export of site and outlet co-ordinates for 2013-2022. These can then be updated in the TEOTIL database.
