[Feature]: DevToolsProtocolExtension for WinUI 3 with built-in WebView2

Describe the feature/enhancement you need

Currently, DevToolsProtocolExtension depends on Microsoft.Web.WebView2. And this leads to CS0433 when we are using WinUI 3 because WebView2 is built in WinUI 3 due to WindowsAppSDK.

The scenario/use case where you would use this feature

Maybe we can pack another nuget pkg for WinUI 3 users without the dependency.

How important is this request to you?

Nice to have. There are other ways to tackle this, but having official API support would be beneficial.
