Issue summary

Follow-up of #354

Defined in https://github.com/ChainSafe/forest-iac/pull/354/files#diff-9e73e7f698813e00694258a9b06fdff2acad2b7fd399ff1a7ce310ecc0d737fb, this monitor should have its workflow and send alerts in case of issues. Test this with synthetic errors and ensure that alarms are firing as expected (and eventually go away).
