Staff role/badge - fix test coverage

Feature abandoned, issue closed. Closes #2.

When looking through the codebase & adding a new group role called "Instructors", I realized that we whenever a new group is created, the toggle badge display feature is also carried over. This makes our proposed feature to be unnecessary & only a slight frontend change.

New proposed feature: polls that's restricted to instructors when posting. Opens #32 !
