[Feature Request] Generate Public API Signature Diff Files

Like this one for netstandard changes between 1.6 and 2.0

Only the code block would match an F# signature file.

It'd also be nice if there were the option to generate a table of contents for an especially large change set with intra document links to the signatures that show how particular types, functions, etc. have changed
